The Power Plant does not use the normal mainland entrance. Open the map and travel to the strip of coast between Shipyard and Back Alley. A practical farming setup is to use the first two garages near the front of the dock as your main checks. Open weaker garages farther back until many of those slots are occupied by Tier 1 or Tier 2 auctions, then move between the two front positions and inspect any Tier 3 or Tier 4 garage that appears.
Yes, lower-tier garages can still be worth opening because legendary Power Plant items may appear earlier than expected. Higher-tier garages remain the more efficient target for rare parts, but you can make progress before you consistently reach Tier 4 auctions. Check promising Tier 1 and Tier 2 garages along your loop instead of ignoring them automatically.
Do not sell a valuable Power Plant item simply because the current restoration stage does not request it. Later tiers ask for rarer and larger pieces, so storing an early legendary can save many repeat auctions.
